in the street

I was walking along, minding my own business, when I looked down and saw this big blob of human hair. What kind of demented maniac would leave this is the street?

PROS:

Would make a great wig for someone's hamster.

CONS:

Needs conditioner.

It is all the rage to open a barbershop in the middle of the street that has no actual building and leave all the hair behind when you "close up" for the night.
